VICE PRESIDENT FOR ADMINISTRATION, FINANCE AND COMMUNITY ENGAGEMENT

The Vice President for Administration, Finance and Community Engagement is responsible for providing a first class support service for the University’s teaching staff, support staff and students in areas such as legal and financial matters, administration, procurement and logistics, and community engagement. At ASU we believe in hard work, continuous improvement and complete commitment to quality. Along with sound business ethics, we believe in following international best practices for our various procedures.

Our Community Engagement Office aims to build a link between the University and the external environment. Our community engagement vision is to help in providing solutions to problems in society through research, volunteering schemes and by sharing our resources for the pursuit of knowledge and learning for all.

The Vice President’s office is responsible for the overall operational efficiency, general well being of the University faculty and staff, through providing excellent services, and continuously working on the mission and vision of the University.

The Directorate of Administration and Finance

The Directorate of Administration and Finance operates through professional staff to ensure that all related policies and procedures are effectively implemented within a framework of productivity and effectiveness in order to achieve the strategic plan of the university and its vision and the tasks it aspires to achieve through its departments:

  1. Human Resources Department
  2. Administrative Affairs Department
  3. Finance Department
  4. Procurement and Logistics Services Department

The Human Resources Department and the Administrative Affairs Department cooperate to take care of all matters related to university staff to ensure a high degree of achievement and continuous development; in terms of recruiting academic and administrative staff and keeping pace with their affairs and providing them with all the facilities and needs as well as training them through various training sessions, specialized workshops and other motivational programs.

The Finance Department manages all financial operations at the University using advanced financial systems. The functions of the department’s staff include accounting, daily transactions, submitting financial reports, cash management, payroll, preparing annual budgets and providing outstanding financial services to students and collecting fees.

The Procurement and Logistics Services Department seeks to fulfil the University requirements of maintenance and logistics services by attracting suppliers and building excellent relationships with all vendors and contractors. This department strives to provide all offices and departments in the university with the required equipment and supplies like stationary, furniture…etc. in a cost effective and efficient manner.

Administrative Affairs Department

Main Duties of the Department

  1. Ensure that all staffing ratios such as faculty to student ratios are compliant with the HEC rules and regulations, in addition to forecasting staffing needs based on students’ enrolment trends.
  2. Provide transport services.
  3. Take the required steps in obtaining, stamping work permits and follow up with employees affairs.
  4. Hotel reservations and booking of flight tickets.
  5. Assist employees in overcoming all obstacles that they may encounter during their tenure with the university.
  6. Issue the documents which the employees need upon returning from their leaves and update their records carefully.
  7. Make every effort to provide a safe, secured and healthy environment for all of the University’s stakeholders. 8. Follow up on procedures related to Bahrain Labour Market Regulatory Authority and Social Insurance for all employees at the university.

Financial Affairs Department

Main Duties and Responsibilities of the Finance Department

  1. Coordinate and administrate the operating budget.
  2. Prepare special studies and financial models that support decision making and planning activities.
  3. Compile revenue and expenditure forecasts.
  4. Responds to requests for financial information when requested by an authorized body.
  5. Train whoever is involved on the financial system for budgeting.
  6. Send out bills/collects accounts receivables and overdue accounts.
  7. Perform tuition assessment and suggest adjustments.
  8. Distribute financial aid funds.
  9. Process miscellaneous departmental accounts receivable.
  10. Provide excellent service to students in relation to fees, payment schedules, loans, etc.

The University complies with all relevant legislation and codes of practice (including key financial accounting principles) and that the University fulfils its responsibility for the provision of effective financial controls over the use of its funds, the University works towards achieving its strategic plan and the University’s business objectives relating to:

  1. Financial viability.
  2. Achieving value for money.
  3. Safeguarding the assets of the University.

A publication of university financial data such as the research and training expenditure is sent to the Higher Education Council in Bahrain.
