Key Responsibility: Head of Administrative Affairs Department
The Head of Administrative Affairs Department is responsible for the smooth operations and of the payroll process with active support from the HR Department and the Finance Department. The main responsibilities are:
- Maintain complete confidentiality of employee salaries.
- Timely and accurate reporting of the University Payroll
- Ensure that the entire payroll process is conducted in a timely manner every month
- Assist in addressing any employee concerns, queries, or complains regarding reimbursement, allowances and payroll in general
- Keep informed of changes in policies or processes of banks and regulatory entities such as GOSI, LMRA & Ministry of Health and ensure all payroll is processed according to their requirements
- Processing payroll settlement during employee termination and get it revised and approved by the Head of HR.
- Co-ordinate with the finance department for proper accounting of payroll, processing payroll for part time staff and assist in any audit process
Timeline
- The salary shall be paid before the end of each month, if the day before the end of the month is a holiday, then salary will be paid on the previous working day.
- In case a new employee has not been able to open a bank account before the date of payroll processing, they shall be issued a cheque for the salary. However only the first salary shall be paid in the form of a cheque and the employee should ensure that they have opened their bank account before the next payroll cycle.
- The Head of Administrative Affairs Department shall prepare the required reports by the 22nd of every month and forward it to the Finance Department where the Finance Department will audit the reports and submit the same to the Director of Admin and Finance and then the VP for Admin, Finance and Community Engagement and then the President, for their approvals. This process shall take 2 days to complete.
- The approved Letter of Intimation shall be send to the bank latest by 27th of each month.
- New joining expatriate members of staff may request an advance payment of salaries and this shall be processed within 3 working days.
- The payments for approved overtime hours worked in a month are paid by the end of the month.

The academic staff salary scale has four grades, namely Grade A1 for Professors, Grade A2 for Associate Professors, Grade A3 for Assistant Professors, and Grade A4 for Lecturers or Assistant Lecturers.
Each grade has ten steps, which represent different levels of experience and expertise. In addition to the base salary, the academic staff salary scale also includes several types of allowances, such as general allowance, special allowance, and scarcity allowance. These allowances are designed to recognize the contributions of academic staff and incentivize them to excel in their roles.
On the other hand, the administrative staff salary scale has five grades, namely Grade 3 for Senior Management, Grade 4 for Senior Executive, Grade 5 for Specialized Staff, Grade 6 for Technical Staff, and Grade 7 for Ground Staff. Each grade also has ten steps, which represent different levels of experience and expertise. The pay structure for administrative staff is designed to recognize the specialized skills and expertise required for different roles within the university. The pay scale also takes into account the responsibilities and duties of administrative staff and ensures that they are compensated fairly for their contributions. The two pay scales at ASU in Bahrain reflect the university’s commitment to fair and competitive compensation for its employees. The pay scales recognize the different skills, expertise, and responsibilities required for different roles and provide opportunities for professional growth and development. Academic Staff Overtime

6.5.1 The academic staff, depending on their academic qualification, shall receive an allowance for every credit hour worked that exceeds their normal teaching load, as stated in their contract with the University and in Higher Education Commission (HEC) regulations. The total number of students in each class shall not be fewer than seven in line with the following schedule:

ASU has a staff manual where it mentions the salary that all staff and administrative staff will receive according to the economic development policy of the Kingdom of Bahrain.
Each employee shall receive the salary stated in their employment contract. All employees are entitled to receive that salary from the actual date of joining and shall be paid on a monthly basis.

Equal Salary For Equal Work

- In order to ensure high-quality education and research, motivated and highly qualified employees are required, ASU achieve equal pay based on their rank and titles with the help of tailor-made collective agreements, the parties to the collective agreement create a salary structure and job classification system called “equal pay for equal work”.
Sick Leave

- Applied Science University in support of the new amendments made to the labor law of the Kingdom of Bahrain, employees will be entitled to sick leave of up to 55 days per year. During a period of continuous or intermittent sick leave, the employee will receive his living wage as follows:
- During the first 15 days – full payment.
- During the next 20 days – half payment.
- During the next 20 days – you do not pay

Minimum wages have been defined as “the minimum amount of remuneration that an employer is required to pay wage earners for the work performed during a given period, which cannot be reduced by collective agreement or an individual contract”. In Bahrain, the Ministry of Labour and Social Development as labour market institution identifies the minimum wage as following: [8]
- For Bachelor holders, 400 Bahraini dinars.
- For Diploma holders, 350 Bahraini dinars.
- For High School graduates or below, 270 Bahraini dinars.

The ASU salary scale is done honestly without any discrimination due to gender, race, ethnicity or disability; this is reflected in the image. Compared to the year 2019-2020 [9], ASU has increased the salaries of workers in order to recognize the value of its staff and decent work in society.
